Section I: Contracting authority

Section II: Purpose and subject of the call for expressions of interest
II.1) Purpose of call for expressions of interest and subjects covered:
To draw up a list of potential service providers for future contracts in
the areas listed under section II.1.2.
Depending on the nature of the contract the UK Office will invite all the
candidates on the list to tender, or some of them, based on objective,
non-discriminatory criteria specific to the contract concerned.
Inclusion on the list does not constitute any legal commitment on the
part of the European Parliament to award a contract nor to invite
candidates to tender.
II.1.1) Title attributed to the call for expressions of interest by the
contracting authority: European Parliament UK Office Call for Expressions
of Interest 2005-2008.
II.1.2) Description of types of services for which tendering procedures
will be launched: Area 1: Printing services relating to the publication
of brochures, maps, postcards and similar items.
Area 2: Design services relating to Area 1.
Area 3: Production of promotional items such as pens and gadgets.
Area 4: Copy-writing.
Area 5: Storage and distribution of publications and promotional items.
Area 6: Production of pop-up and banner stands.
Area 7: Provision of conference and meeting facilities, including venue
and catering, UK-wide.
Area 8: Educational resources, research, development and production of
resources, including Video and DVD; distribution of resources.
Area 9: Production and selling-in of Video News Releases and Radio News
Release.
Area 10: Chauffeur-driven car and coach services.
Area 11: Provision of electronic database of media contacts.
Area 12: Broadcast media monitoring services.
II.1.3) Place of delivery or performance: United Kingdom.
II.2) Quantity and scope of the contracts
II.2.1) Total quantity or scope: The value of individual contracts will
be below 154 014 EUR or 200 000 EUR, depending on type of service.
Thresholds are revised every two years in line with Directive 92/50/EEC.
Section III: Legal, economic, financial and technical conditions for
inclusion on the list
III.1) Conditions for inclusion on list
III.1.1) Information concerning the situation of the potential
contractor and information and formalities necessary for the evaluation
of the minimum economic, financial and technical capacity required
III.1.1.1) Legal position - exclusion criteria: Potential contractors
shall be excluded from participation in this call for expressions of
interest if:
(a) they are bankrupt or being wound up, are having their affairs
administered by the courts, have entered into an arrangement with
creditors, have suspended business activities;
(b) they have been convicted of an offence concerning their professional
conduct by a judgment which has the force of res judicata;
(c) they have been guilty of grave professional misconduct;
(d) they have not fulfilled obligations relating to the payment of social
security contributions or the payment of taxes;
(e) they have been the subject of a judgment which has the force of res
judicata for fraud, corruption, involvement in a criminal organisation or
any other illegal activity detrimental to the Communities' financial
interests;
(f) following another procurement procedure or grant award procedure
financed by the Community budget, they have been declared to be in
serious breach of contract for failure to comply with their contractual
obligations.
Contracts may not be awarded to potential contractors or tenderers who,
during the procurement procedure:
(a) are subject to a conflict of interest;
(b) are guilty of misrepresentation in supplying the information required
by the contracting authority as a condition of participation in the
contract procedure or fail to supply this information.
III.1.1.2) Economic and financial capacity - selection criteria:
Evidence of the applicant's financial standing must be provided in one of
the following forms:
(a) appropriate statements from banks;
(b) the presentation of balance sheets or extracts from balance sheets;
(c) statements of overall turnover and turnover concerning the services
covered by the contract.
III.1.1.3) Technical capacity - selection criteria: Applicants will be
required to provide a list of the main projects delivered by them in the
last three years.
III.1.1.4) Proof of status: Candidates must furnish proof of their
status as natural (e.g. sole traders) or legal (e.g. companies) persons.
III.1.1.5) Access to contract: Candidates must furnish proof indicating
in which State they have their headquarters or domicile.
Section IV: How to apply
IV.1) Application form: Applications must be made in accordance with the
instructions in this notice using the application form (see I.3) at any
time during the three-year period of validity of the list (from date of
dispatch of this notice), except during the last three months of validity.
