Resum:   Object of the qualification system - description of the goods, services or works: Reference: 'Sellihca 10/04'. The above Norwegian utilities have decided to use SELLIHCA - Nordic Utility Pre-qualification System. Prior to the publication of this notice some 100 other Nordic utilities have signed up to the SELLIHCA scheme. For details ref. Official Journal notice of 8.6.2004, reference No 2004/S 110-092042. SELLIHCA has been established as an industry-based scheme to create opportunities for improving efficiency and reducing costs throughout the supply chain for utilities in the Nordic countries. SELLIHCA provides a register of suppliers and contractors to the participating utilities who may use the scheme either as the basis for tenderer selection, or together with additional qualification criteria established by the utilities in specific product or service areas for contracts subject to EU rules. SELLIHCA holds information on suppliers of works, services and supplies to the Nordic utility industry, and is run and managed on behalf of the subscribing utilities by Sellihca Qualification, Achilles Systems AS. The purpose of SELLIHCA is to reduce costs and administrative workload to both purchasers and vendors, and to ensure that all vendors' applications are dealt with fairly and consistently by the subscribing utilities. The qualification process may consist of several stages where pre-qualification in SELLIHCA is common for all participating utilities, while the individual utility may add other stages. If a subscribing utility considers the information available after the initial qualification stage as inadequate to establish a bidders list, a request for additional information will be sent out to pre-qualified suppliers. Pre-qualification of suppliers and contractors in SELLIHCA is conducted on the basis of satisfactory response to the individual requirements listed above. The preparation of bidder lists will then be established based on suppliers and contractors which have passed the initial pre-qualification, without further notification of requirements in the 'Supplement to the Official Journal of the European Communities' (OJEU/TED). The subscribing utilities will use the scheme for requirements subject to EU procurement rules, but reserve the right to place individual notices for specific requirements where they deem it necessary, even though they relate to the product and service categories covered by SELLIHCA. The SELLIHCA qualification system may be used for contracts not subject to EU rules at each subscriber's discretion. SELLIHCA may be used by subscribing utilities for sourcing goods and services relating to facilities or operations outwith the European Economic Area (EEA). The above utilities may use the SELLIHCA Qualification System for all the works, supplies or services covered by SELLIHCA (for complete range of works, supplies and services see Official Journal notice of 8.6.2004, reference no 2004/S 110-092042). SECTION II: OBJECT OF THE QUALIFICATION SYSTEM
II.1) Description
II.1.2) Object of the qualification system - description of the goods,
services or works: Reference: 'Sellihca 10/04'.
The above Norwegian utilities have decided to use SELLIHCA - Nordic

II.1.3) Conditions to be fulfilled by suppliers, contractors or service
providers in view of their qualification and methods according to which
each of those conditions will be verified: Suppliers and contractors may
apply for qualification at any time.
Qualification in SELLIHCA requests the suppliers/contractors as a general
rule to fulfil specific requirements regarding:
Completion of an electronic questionnaire covering detailed information
about:
- General information.
- Financial information.
- Associated companies.
- Quality system information.
- Health, safety and environmental system information.
- Capacity information.
- Information regarding products/services offered including references
from past supplies.
Certain basic commercial requirements must be satisfied (i.e. up-to-date
with payment of public fees and taxes, public registration of the legal
entity, the supplier is not involved in any debt settlement proceedings
or in any other way placed under public administration).
Managing Director / CEO of the supplier/contractor organisation to
confirm the validity of the information provided via the electronic
questionnaire, and grants the subscribers the right to perform QA and HSE
verification audits upon prior written notice.
The qualification system is open to manufacturers and/or distributors
making business arrangements directly with the buyer (direct contractual
relationship between the manufacturers/distributors and the buyer).
Some of the participating utilities (the nuclear utilities in Sweden;
Forsmark Kraftgrupp AB, Ringhals AB and Barsebäck) have established
extended pre-qualification requirements regarding language, personnel
skills, insurances etc.
A full set of qualification documentation can be requested from the
Co-ordination Unit (Sellihca Qualification) referred to in Section I.3.
This notice serves to inform the market of the existence of the Sellihca
Qualification System, which has been gradually expanded during the last
years. The notice is a call for competition.
For new suppliers/contractors who wish to qualify, a full set of
qualification documentation can be requested from the Co-ordination Unit
referred to in I.3 (home page: http://www.sellihca.no). Applicants will
be sent a registration form, which should be returned, accompanied by the
registration fee, levied as a contribution towards the annual
administration costs of the system. Upon receipt of the registration form
and fee, a questionnaire will be sent to applicants. For suppliers and
contractors already qualified under this scheme a reminder for renewal
will be sent directly to such companies well before expiry of the
qualification period.
The cost of qualification is set at 3 900 NOK payable prior to the
despatch of the qualification documentation. VAT of 24 % will be added
for Norwegian suppliers. For suppliers and contractors already qualified
for previously published product/service categories, and wish to update
their information in the qualification system, an updated set of the
qualification material is available from the Co-ordination Unit. The cost
for such partial update is set at 500 NOK.
The qualification system is in principle of unlimited duration, but
supplier/contractor information must be updated minimum once per year.
